Background History

  1. To become an industrialized country, Department of Technology Promotion and Coordination was formed aiming to accomplish the industrial researches and development activities more successfully on July 23rd 1998 according to the Decree No (26/98) at Kabaaye pagoda road, Yankin Township ,Yangon under the Ministry of Science and Technology.

 

The status of the gradual changes in the structure of the Department

 

Structural Changes from 1998 to 2015

After the establishment of the Department of Technology Promotion and Coordination, Materials science research Division (ELa)( formerly  Metallurgical research and Development Division); Biotechnology Research Center, Technology Promotion Training Center (Belin); were carried out from 1998 to 2015 including Mawbi experimental Plant and Agriculture, Livestock and Shwe Bio industry.

 

Materials science research Division (ELa) was established with an area of 346.69 acres in Ela village group, Leway Township according to the bilateral cooperation program between the Department of Geological Survey and Mineral Exploration, Ministry of Mines and JICA to carry out Metallurgical research and development activities. In 1998, after Materials science research Division (ELa) had transferred from Ministry of Mines to Department of Myanmar Science and Technology Research; Ministry of Science and Technology, it was established under the Department of Technology Promotion and Cooperation on   March 1st 2000 and also under Department of Biotechnology and Materials science research on April 1st 2015. It was included under the structure of Department of Technology Promotion and Coordination and was also located under Department of Research and Innovations on September 22nd 2016.

Technology Promotion Training Center (Belin) was established in 2011 under the Headquarters of Department of Technology Promotion and Coordination with total land of area 123 acres near Shankan village, Sinkaing Township, Kyaukse District, Mandalay Division on February 15th. It was also moved and formed under the structure of Department of Technical, Vocational Education and Training on September 22nd 2016.

Structural Changes from   2015 to 2016

From April 2015 to September 2016 ,  Universities of Computer Science under the Headquarters of the Department of Advanced Science and Technology ; totally (60) Universities of Technology under Department of Industrial and Vocational Education ; Technology Promotion Training Center (Belin) ; Automotive Technology Research Institute (Pyin Oo Lwin); Information and Communication Technology Research Division (formerly Technology Innovation and Promotion Training School), Intellectual Property Division , Technology Research Division (Myaing) and ICT Development and Coordination Division(currently Information and communication technology development and coordination Division) and totally (8) Divisions and (60) Universities including Nay Pyi Taw Council Area and (15) Regional and State offices were formed under Department of Technology Promotion and Coordination. The history of the department structure is as follows-

The Automotive Technology Research Institute was established as Government Technology High School (Pyin Oo Lwin) in 1967-1998 under Department of Industrial, Agriculture and Vocational Education ; Ministry of Education. The Government Institute of Technology (Pyin Oo Lwin) was changed in 1998-2006 under Department of Industrial and Vocational Education; Ministry of Science and Technology. Technology Research Division was changed under Department of Industrial and Vocational Education in 2006-2015 and it was also changed under Department of Technology Promotion and Coordination in 2015-2016.

The Information and Communication Technology Development and Coordination Division (formerly ICT Development and Coordination Division) was established on April 1st 2015 under Department of Technology Promotion and Coordination and assigned administrative staffs for totally (60) Universities of Technology and Universities of Computer Science.

The Technology Development Division (formerly Technology Research Division (Myaing)) was transferred No. 2 Science and Technology materials production workshop from Ministry of Defense on December 21st 2009 and also established Technology Research Division (Myaing) on February 15th 2010.

The Information and Communication Technology Research Division (formerly Technology Innovation and Promotion Training School) was established on April 1st 2015 under Department of Technology Promotion and Coordination and also transferred to Department of Research and Innovation on September 22nd 2016.

The Intellectual Property Division was jointly established under Headquarters; Ministry of Science and Technology, and on April 1st 2015, it was also established under Department of Technology Promotion and Coordination and it was moved under Department of Research and Innovation on September 22nd 2016.

Universities of Technology (32) and Universities of Computer Science(28)totally (60) Universities were transferred on April 1st 2015 under Department of Technology Promotion and Coordination and Department of Advanced Science and Technology and it was also transferred Department of Advanced Science and Technology under Ministry of Education on September 22nd 2016.

Structural Changes from   2016 to 2021

From 2016 to 2021, Department of Technology Promotion and Coordination was carried out for eight sub- divisions including Headquarters; Automotive Technology Research Institute; Technology Research Division (Myaing); ICT Development and Coordination Division; Materials science research Division; Atomic Energy Division ; Biotechnology Research Division and Myanmar Development Institute. During this period, the Government Institute of Technology (Pyin Oo Lwin) was jointly opened in Automotive Technology Research Institute and it was also supervised and administered by the Department of Technology, Vocational Education and Training.

The Materials science research Division; Atomic Energy Division; Biotechnology Research Division and Technology Research Division (Myaing) were supervised and administered by Department of Research and Innovation. In the structure of ICT Development and Coordination Division, administrative staffs continued to be appointed for totally (60) Universities of Technology and Universities of Computer Science. Related subject staffs that are carrying out the duties of the ICT Division have been relocated to this headquarters structure of Department.

Myanmar Development Institute was participated with external experts without appointing office staffs and the structure and functions of MDI had been transferred from Ministry office to Ministry of Planning and Finance in 2016.  On April 15th 2015, Metallurgical Research Development Division (Ela) was incorporated with Materials science research Division (Dattaw). The History of Materials science research Division (Dattaw) is mentioned in the following-

Materials science research Division (Dattaw) was established on March 13rd 2003 and is located on 690 acres in the Radan River Confluence Forest Reserve, about 16 miles from Kyaukse Town. On January 15th 2015, Department of Biotechnology Research and Metallurgical Research and Development Division were merged to reorganize the Department of Biotechnology and Materials science research. MSRD was transferred to the structure of Department of Technology Promotion and Coordination on September 22nd 2016 and it was also supervised and administered by Department of Research and Innovation. On October 1st 2021, it was reorganized in Department of Technology Promotion and Coordination; primary department. 

Structural Changes from   2021 to current status

In June 2021 where reorganized as Ministry of Science and Technology, Department of Technology Promotion and Coordination incorporated (8) Primary Divisions and (60) Universities of Technology and Universities of Computer Science. On October 1st 2021, (60) Universities and administrative staffs were transferred to DTPC and it reformed the five sub– divisions: Head, Materials Science Research Division, Automotive Technology Research Institute, Technology Development Division (Myaing) and Information and Communication Technology Development and Coordination Division.
